Third Study of the GR Industry Gets Underway

Baikal Lobridge has launched its third expert study of the GR industry. For the first time, the research looks at how CEOs, presidents and other senior executives view business–government relations.

The project is being carried out together with a team of sociologists. The Russian Union of Industrialists and Entrepreneurs (RSPP) and the Center for Eurasian Cooperation (CEC) have already backed the initiative and invited their member companies to take part in the survey.

The study looks at what business leaders expect from the GR function, how the profession is evolving, and how deeply GR is integrated into corporate decision-making.

Baikal Lobridge previously conducted GR industry studies in 2021 and 2024. They were among the first attempts to take a systematic look at GR and lobbying in Russia with input from people working in the field. More than 250 professionals took part, representing companies, business associations and consulting firms. Their responses helped map out the main approaches to GR and lobbying in Russia, including how teams are structured, what tasks they handle and which tools they use.

The first study, conducted in 2021, focused on the internal structure of the GR function and the profile of GR professionals. It examined different approaches to building GR teams, channels for engaging with government, as well as recruitment and performance assessment practices.

The 2024 study looked at the impact of geopolitical changes, growing regulatory risks and the need for a clearer legal framework for GR and lobbying. It also highlighted demand for specialized educational programs and explored how businesses engage with government through external consultants.

In 2025, Baikal Lobridge is turning its attention to how CEOs and other senior executives view GR and lobbying. The survey covers:

  • the structure and level of formalization of the GR function;
  • the priorities that company leadership sets for GR teams;
  • the extent to which CEOs are involved in GR activities;
  • the role of external consultants in addressing GR and lobbying challenges;
  • performance criteria and approaches to strategic planning in GR;
  • companies’ plans for developing their GR function in the coming years, and more.

The views of senior management are particularly important. Decisions made by company leaders shape government engagement priorities, determine how resources are allocated and influence the long-term direction of GR activities.

The findings are expected to help shape GR standards, improve business–government dialogue and strengthen the professional framework for GR in Russia.

The results will be published in leading business media and presented at the annual Corporate GR Forum in December 2025.
