On July 9, 2026, Zhanna Logacheva, Project Lead, GR & Risk at Baikal Lobridge, will speak at the Legal Affairs Committee meeting hosted by the American Chamber of Commerce in Russia (AmCham).
Her presentation will focus on the evolving framework for foreign investment regulation in Russia. The expert will discuss the two-track regulatory framework that has emerged in response to declining investment activity. Today, the state is pursuing two parallel approaches: strengthening control of strategic assets while introducing targeted support measures for investors willing to operate under the new conditions.
Key topics will include recent legislative developments, including the expansion of the scope of the strategic investment law, as well as upcoming amendments that may extend regulatory control to the information technology sector. The discussion will also cover financial restrictions affecting investors.
The presentation will also address investment incentive mechanisms, including “I-type” special accounts that allow investors to transfer income in foreign currency, advanced development territories, and other initiatives. Particular attention will be paid to shifts in the geography of investment flows, as well as businesses’ expectations regarding a predictable regulatory environment and constructive dialogue with the state as important factors for making long-term investment decisions.
The agenda also features presentations by experts from Denuo and ALRUD. The discussion will cover practical issues related to irrevocable powers of attorney, as well as case studies and the legal framework governing temporary administration under Presidential Decree No. 302.
