On February 25, 2026, the 10th Independent Professional Forum of GR Directors, GR FORCE, was held. Representatives of Baikal Lobridge took an active part in the event.

Project Lead Zhanna Logacheva presented on “Regulatory Trends 2025–2026”. She provided a detailed analysis of the key factors shaping today’s regulatory policy, including macroeconomics, budget constraints, geopolitical factors, and features of the electoral cycle, all of which influence government priorities and legislative activity.

She also shared 12 key regulatory trends for 2025 with forecasts for 2026, based on the company’s analysis of legislative activity, enforcement practices, and business interest in regulatory topics.

At the conclusion of her presentation, Zhanna Logacheva highlighted three practical insights for the GR function in 2026: growing fiscal pressure on businesses, expansion of government control tools, and further development of counter-sanctions regulation as a stable element of the external environment.

Additionally, Valery Afanasyev, Director of GR and Risk Assessment, took part in the roundtable on “The Role of GR in Crisis Management and Business Resilience.”

During the discussion, he noted that the role of the GR function in crisis situations is significantly expanding, as the government in Russia actively influences business conditions while simultaneously shaping both risks and opportunities for companies. Effective GR work starts long before the crisis hits, at the stage of early threat identification through monitoring regulatory initiatives, signals from authorities, and changes in the governmental priorities.

Special attention was given to crisis GR tools. Key elements include systematic analytics, preparation of arguments in a language understandable to the authorities, application of crisis PR and digital tools, communication with stakeholders, and coalition-building. Several company cases illustrated how these approaches are applied in practice.

Valery Afanasyev emphasized that during a crisis, it is important not only to minimize potential losses but also to leverage opportunities, such as government support and regulatory adjustments, which directly affect the financial resilience of businesses.

Baikal Lobridge acted as the general partner of the event.
