Anastasia Tsvetkova, Partner at Baikal Lobridge and Head of the firm’s International Communications and CSR practice, has joined the renewed Public Council of the Federal Water Resources Agency (Rosvodresursy). The Council held its first meeting on December 22, 2025, at the Public Chamber of the Russian Federation.
Viktor Danilov-Danilyan, Research Director at the Russian Academy of Sciences’ Institute of Water Problems, was elected Chair of the Council. Its 23 members represent academia, civil society, and business and will contribute their expertise to discussions on water resource conservation.
One of the Council’s priorities, Anastasia Tsvetkova believes, could be to bring more young people into the water agenda and help coordinate the efforts of youth organizations, business, and government. Youth water initiatives and professional communities have been growing in different regions of Russia in recent years, alongside the development of youth parliaments and sector-specific organizations. The country also hosts the National Water Competition for student research and applied projects every year.
The Lake Baikal Foundation, established by Baikal Lobridge, focuses on engaging young people in the water agenda and supporting initiatives led by young professionals. In 2024, the Foundation launched the Youth Water Council, which now brings together 70 students, young researchers, and early-career professionals under the age of 35 from different regions of Russia. The Council’s goal is to help develop the next generation of water sector professionals and involve young people in working with government, business, and civil society to address water challenges.
The Foundation is the first and only Russian member of the World Water Council. It has supported the student Model World Water Forum at MGIMO University and other initiatives aimed at engaging young professionals in international water discussions. Members of the Youth Water Council have taken part in the National Water Congress, the UN Climate Change Conference, and the UN Ocean Conference, where they represented the perspective of younger professionals in the global water agenda. In 2025, the Youth Water Council, with the Foundation’s support, joined the World Water Parliament.
As part of her work on the Public Council, Anastasia Tsvetkova also plans to share her expertise on issues including the role of forests in water conservation, engaging communities in responsible water use, reducing businesses’ water footprint, and involving the private sector in achieving national water conservation goals.
Baikal Lobridge’s participation in expert and public institutions helps create opportunities for closer dialogue between government, business, and society on sustainable development.
