On August 27, 2026, the panel discussion “Law as a Force: From Civic Initiatives to Systemic Change” will take place as part of the “Strong Ideas for a New Time” Forum.
Turning large-scale initiatives into reality takes more than resources and expertise – it also requires the right legal framework. Legal initiatives can help remove existing barriers while creating the regulatory and institutional environment needed to introduce new ideas, technologies and practices. The panel will explore how law can help turn civic initiatives into systemic legislative changes, what lessons can be learned from initiatives that have already been implemented, and what is needed to make law a proactive tool for the country’s development.
Examples of such changes include the development of the world’s first legislation on autonomous shipping, creating a legal framework for assessing the social capital of businesses, and developing conditions for attracting global talent through inpatriation.
Eduard Voytenko, General Director and Managing Partner at Baikal Lobridge, will moderate the discussion.
The panel will feature representatives of the State Duma, the Federation Council, the Agency for Strategic Initiatives, the Institute of Legislation and Comparative Law under the Government of the Russian Federation, the Institute of State and Law of the Russian Academy of Sciences, VEB.RF, as well as other experts in lawmaking and intellectual property, including members of the business community.
The Forum brings together government, business, the expert community and civil society. It is organized by the Agency for Strategic Initiatives and the Roscongress Foundation.
