The joint conference of the American Chamber of Commerce in Russia and the Pacific Eurasia Business Alliance took place on October 28, 2025, under the theme “Business Resilience – Societal Resilience.”
The conference brought together representatives of international companies, experts, and civil society organizations to discuss sustainable development practices and the impact of the global ESG agenda on business.
Anastasia Tsvetkova, Partner at Baikal Lobridge and Head of the firm’s International Communications and CSR practice, as well as CEO of the Lake Baikal Foundation, took part in the conference. During the session “Global Goals and Local Solutions: Sustainable Development on the Road to 2030,” she gave a presentation titled “COP 2025: Key Themes and Expectations.”
During the discussion, Anastasia Tsvetkova noted that COP30 brings together several important milestones: 30 years of climate negotiations under the UN Framework Convention on Climate Change (UNFCCC), 20 years since the Kyoto Protocol entered into force, and 10 years since the Paris Agreement was adopted.
While COP29 went down in history as a climate finance summit, with countries agreeing on a goal of mobilizing at least USD 1.3 trillion in climate finance annually by 2035, COP30 could become a turning point in the negotiations, with a focus on how resources are allocated and how the Global Goal on Adaptation (GGA) will be put into practice.
From November 10 to 21, 2025, world leaders, scientists, NGOs, and civil society representatives will gather in Belém, Brazil, to develop measures to protect people and ecosystems from the impacts of climate change and establish transparent and fair indicators for measuring progress on adaptation.
The host country plans to place particular emphasis on the ecosystem services provided by the Amazon, the role of the bioeconomy in mitigation and adaptation, and structural solutions to tackle climate disinformation and denial. Another key focus of COP30 will be Nationally Determined Contributions (NDCs), which set out countries’ plans to reduce emissions and adapt to climate change. Although NDCs are not formally negotiated at COP conferences, Brazil expects countries to present new plans aligned with the 1.5°C goal.
Anastasia Tsvetkova also highlighted the role of water as a central element of climate action and the contribution of water systems to achieving the goals of the Paris Agreement. The discussion also highlighted the Lake Baikal Foundation’s participation in the Water for Climate Pavilion at COP30 and its contribution to preparing an expert session on inland water ecosystems — including lakes, rivers, and wetlands. These ecosystems are a key area of overlap between the three Rio Conventions — the UNFCCC, the Convention on Biological Diversity (CBD), and the UN Convention to Combat Desertification (UNCCD) — linking biodiversity conservation, climate change mitigation, and sustainable land management.
