RSPP Proposes Criteria for Introducing Temporary Management
RSPP President Alexander Shokhin said that the organization had proposed developing a set of criteria under which compliance or non-compliance would automatically trigger the transfer of a business into temporary management. RSPP also proposed establishing criteria for assessing the “effectiveness” of such management.
RSPP emphasized that the recent cases of temporary management being introduced could serve as a “pre-emptive signal” amid ongoing discussions in the EU over the possible seizure of frozen assets of the Bank of Russia. Presidential Press Secretary Dmitry Peskov noted the significance of the fact that certain assets are managed by representatives of “unfriendly countries involved in military actions.”

Nielsen and GfK Complete Exit from Their Russian Assets
U.S. company Nielsen and German company GfK, two major players in consumer analytics and media measurement, completed the transfer of their former Russian assets to new local owners. Venture investor Konstantin Leonovich acquired a 60% stake in GfK-Rus LLC, while the remaining 40% was acquired by a company controlled by GfK-Rus CEO Alexander Dorofeev. In addition, AC Nielsen was acquired by Leonovich, with Dorofeev appointed as its head. The transaction values were not disclosed.
The companies’ exit from the Russian market was likely driven by the entry into force on March 1, 2026 of a law regulating market research companies. Under the law, companies with more than 20% foreign ownership are prohibited from conducting market research for businesses.
