Baikal Lobridge, together with the MGIMO School of Business, has opened registration for the 18th cohort of the professional development course “Government Relations and Lobbying in Business and Non-Profit Organizations.” The in-person program will take place on October 12–17, 2026.

The program was the first professional development course in Russia in the field of Government Relations and Public Affairs built around the practical experience of professionals directly involved in government regulation, legislative initiatives, and the representation and advancement of business and non-profit interests before public authorities.

Over six days, participants will complete 60 academic hours of training. The program includes a core methodology module, industry-specific modules, and master classes. Participants will examine the full GR cycle — from regulatory analysis, stakeholder mapping, and GR strategy development to advancing legislative initiatives and engaging with federal and regional authorities, industry associations, development institutions, and the supranational governing body of the Eurasian Economic Union — the Eurasian Economic Commission (EEC).

The industry-specific module focuses on GR practices across different sectors of the economy. Using practical cases, participants will examine GR in metallurgy and mining, the automotive industry, FMCG and retail, pharmaceuticals, IT and telecommunications, as well as in state-owned companies and non-profit organizations. Separate sessions will address the ESG agenda, digital platform regulation, and international economic activity.

The program’s Academic Director is Eduard Voytenko, CEO and Managing Partner of Baikal Lobridge, Candidate of Political Sciences, and Associate Professor at the Department of Advertising and Public Relations, Faculty of International Journalism, MGIMO University.

Classes are taught by heads of GR, legal, and corporate affairs functions at Russian and international companies, as well as representatives of public authorities, development institutions, and industry associations. The program’s lecturers and experts include representatives of DOM.RF, the Agency for Strategic Initiatives, the Ministry of Justice of Russia, the Eurasian Economic Commission, VimpelCom PJSC, Rosatom Mechanical Engineering LLC, Baltika Breweries LLC, Olam Russia, Polymetal Management JSC, AVTOVAZ JSC, the Lake Baikal Foundation, ITMS Group, RVB LLC, EVRAZ, BIOCAD, RUSSOFT, VkusVill, Kraft Heinz Russia, Cargill Russia, the National Champions Association, the Self-Regulatory Organization “Union of Food Supplement Producers,” and other organizations.
